skimmers and floating

can skimmers float over terrian at the end of there move

eg a skimmer moves in to terrain and the guy then says taht the skimmer will then "float" above the terrain so it doesnt have to take the dangerous terrain test
he says they can do this cos it says "sikimmers can move over all terrian ignoring all penalties"

but it does say "if they starts or ends in terrain tehy must take the test"

i cant find where it says that tehy can do this i know that they move over it but if they finish their move in (or as he says over) it they have to take the test dont they?

could someone move this to the rules section plz

You answered your own question; "If they start or end their phase in area terrain they take a dangerous terrain test." You can't simply explain away rules because you don't think they should happen. It would be like saying my Space Marine decides not to fire his Plasma Gun because it started to get warm when I rolled a 1, or that he doesn't have to even roll because he didn't get a hit.

Ignoring penalties of terrain and dangerous tests are two different things. You can't ignore one simply because you ignore the other. Unless your friend can provide you a rule, you can simply point to the one you already brought up.

You've hit the nail right on the head, the very next line says if it starts or finishes in difficult/dangerous terrain it must take the test. The only exception would be a tau vehicle with sensor spines as they ignore the effects of dangerous terrain.

Page 71, for absolute clarity, second sentence, second paragraph of the 'Moving Skimmers' subsection. Of course, you have to be very clear what is treated as the vehicle's hull before the game - the Fins on a Wave Serpent, for instance, are generally ignored where I play (by decision of a GW staffer, so I'm happy enough, makes it easier to claim cover saves with it)

he still says that as tehy can ignore the peniltys for moveing though them its like a choice to land or not at the end of its move

As said above, show him the rulebook. Calmly explain that you can't find a relevant rule that doesn't contradict him on this issue, and ask him to show you where he gets this choice from. Try and get him to say that he either has this choice or he doesn't first, because then he can't argue the point once you privide evidence he is wrong. Also, consider pointing out that he's older than you, and shouldn't really need to cheat unless his extra years on the planet, and presumably gaming, have been a complete waste, in which case it doesn't matter, as he'll never be any good at the game if he can't win with two of the potentially best armies...While you'd prefer to actually learn to play the game well, and fairly.

Tell him to show you the rule. If you can show him the rule where it says they have to test and he says otherwise then he HAS to show you the rule that proves him right(which does not exist).
When it comes to arguments on rules you need to back up your statements with the rule book or you loose. I dont care if i have ten people telling me they can assault after getting our of their rhino, unless they can show me a rule for it they cant.

Now, I am going to take a different argument angle then before from Rev, even though he is right about the rules. Lets try this from a fluff perspective and help explain it away for those who just don't like the 'the rules are the rules' point.

You have before a skimmer, a craft designed to float above the ground. Its designed to float a specific distance above the ground, gliding along and ignoring little things like rocks and fauna. When it needs to, it can gun up its engines and move way up into the air to move over large things like building, forests, and everything else on the ground. However, its not a flyer. It was designed to move above the ground at a specific height. It is incapable of sustaining that simply because it wasn't designed for it. It has to return to the ground. Heck, maybe going that high is sort of like jumping for the vehicle in question (tank fu!).

Now before anyone comes up with a 'but', remember that this is an excuse to satisfy your fluffy desires. The rules are still the rules. So, no flying.

Duci, my only suggestion to you is to take one of three actions: A) Try to use my fluff argument on him (it might work). B) Point out that the rules are the rules, so his opinion about this simply doesn't matter. C) Don't play with him and warn others that his take on the rule is incorrect (because it contradicts the book with 'rules' written on it).

The fluff argument doesnt work as eldar waveserpants and falcons and fire prisms are meant to fly as its what they do , they are just skimmers in the game as if they were flyers they would be ovepowered. his opinion is the only one that matters when you are having an argument as when he thinks he's right which i think he is he doesnt give up.

well he's wrong. says quite clearly on pg 71... "Note that a skimmer must be set down on the table and left in place at the end of its move - it cannot be left hovering in mid air!"

unless that dude has some magical ability that negates gravity around one of his vehicles, that's the way it is.
personally i like this justification the best XD

I play Tau and I have sensor spines on my vehicles for this reason. If his vehicle has sensor spines, or an equivilent, then he can safely land in the terrain, otherwise he is wrong. The rules state "skimmers can move over all terrain ignoring all penalities" but they still have to land. A skimmer is not a flyer so too bad for him. If he dosen't want to play by the rules don't play him anymore as he's cheating.
