I'm in the current process of building a White Scars Army from my pool of bikes that I have and figure its an inexpensive way to start and paint something new with very little investment. I have enough pieces to kit bash a motorcycle Chaplain and wondering what the current opinions are for a White Scars Chaplain in the current environment.

What do you mean? Like are Chaplains useful for White Scars armies? If that's the question then Chaplains are more or less always useful for Space Marines, with their ability to buff their brothers and the punch that they usually carry into battle with them. Should fit in well with a squad of melee-centric bikers.

I would rather spend my second HQ choice on a Librarian on bike over a Chaplain (assuming your first HQ is going to be a beat-stick captain of come flavor). I just have never found a chaplain to fit my army plan.

Although I think a Black-clad Chaplain on White Bike conversion could look really nice on the table top...or a Chaplain on an attack bike riding the sidecar chariot-style.
