Tactical Marines Question?

Probably get a very simplistic answer to this question but still It's confused me no end.
Space marine tactical squads entry states that "if the squad numbers ten models, one space marine may replace his boltgun with the following:" now as I understand it that means you need ten in the sqaud to have any special or heavy weapons in the squad, but I'm still seeing many list not only on heresy but at my local that either arent following this rule or am I missing something?
Please help im confused something drastic, its on page 59.

these people are either
a: cheating
b: not reading the rules properly
or c: your seeing combat squadded 10 man units and getting them confused for 5 man units with heavy/special weapons
or d: there playing dark angels or blood angels or using there codex

Stella has indeed hit the nail on any of its multiple heads. It's only Codex SM lists that require a full 10-man tac squad to gain both special and heavy weapons. Codex BA and I believe Codex DA allow 5-man tacs to take special weapons, and 10 man tacs to take heavies too. All three codices allow combat squads for 10-man tacs, which can be split with any weapon-combos that the controlling player desires.

Codex SW and Codex BT are strange mystical (well, not BT they're not) realms into which I will not venture, having no map. Perhaps someone who knows their way round could answer for those.

Do you know which codices these armies are supposed to be using?

if I remember correctly Space wolves are 1 special weapon only (not including special CCW weapons), I cant remember BT's exactly though, don't bother with there codex that often

Black Templars can still have one special weapon, and one heavy weapon in the squad. in addition they don't have sergents, and thus powerweapons or other weapons purchasable (except combiweapons) for sergents just go to one member of the squad, they also can include 1 neophyte (think crappy scout) for every initiate up to a maximum squad size of 10 initates + 10 neophytes, initiates may take a bolter. or BP and CCW, Neophytes may be equipped with shotguns (s3) or boltpistol and ccw. they do not have the combat squad rule.

Templars can be purchased as 5 to 10 man Crusader squads. Like the old SM codex. You can have both a special weapon and a heavy weapon in a 5 man squad. The only draw back is we do not get to partake in devastator squads, so you will commonly see 5-6 man Crusader squads with a Las Cannon in Templar armies.

Space Wolves can add a special weapon (Flamer/Meltagun/Plasmagun) to a squad of Blood Claws or Grey Hunters regardless of the squad size, but can not take any Heavy Weapons. If memory serves, either squad may also replace 2 of their Bolt Pistols with Plasma Pistols.
