is there some kind of rule that makes a fast vehicle or skimmer harder to hit as long as the vehicle has moved a certain distance? I keep hearing how people always talk about how annoying eldar vehicles are but they aren't that heavily armoured, so I'm wondering if I'm missing something

if you move for 12" on a skimmer it's always a glancing hit, and i believe that eldar vehicles count as having moved 6" even of they stood still or something or other.

Yes Eldar skimers are extremly hard to kill. Skimers have a rule that if you move over 6'' then all the penitration hits become glancing. Add that with holo-fields (roll 2 dice and take the lowist) you will most likey roll a 1,2,or 3 on the damage chart. and finaly spirit stones which allows the tank to still move even if it has taken a Crew Stuned (so it can go hide and then shoot you on the next turn). and the result is a always glancing (unless you get lucky on the first turn before it moves) take the lowist out of 2 dice to damage (on the glancing chart), always moving tank. The 2nd hardist tank to kill in the game (first being the monothith).

/I will edit my spelling later.

Also added to the statistical inprobability of most things killing them they are also fast enabaling them to out run, and hide from what can kill them while maintaining los on your troops.

So all hits are glancing includeing your las cannons.
even if you do hit they take the lowest of 2 dice.

Ok, here's how the rules *actually* work...

Skimmers (Not fast vehicles, and not just Fast Skimmers), all skimmers that move over 6" (not over 12" just over 6"), treat all penetrating hits as glances. p69 of the main book, under the gigantic heading "Skimmers Moving Fast" Hpwever, if a skimmer is Immobilized while moving over 6" it crashes and is destroyed (p67)

Fast vehicles (all fast vehicles, not just skimmers) may move up to 24" in the movement phase (p61), and they may fire one main and all defensive weapons if they move up to 12", and fire all weapons if they move up to 6" (p63)

Not all Skimmers are Fast, nor are all Fast vehicles Skimmers. However, Fast Skimmers are very frustrating to deal with because they have the ability to fire even after moving fast enough to gain the protection of speed. A normal skimmer like a Tau tank CAN move over 6" and gain the ability to treat penetrating hits as glances, but if they do that they cannot fire, since they are not Fast. (though they can buy a piece of gear that lets them fire as if they were fast, thereby gaining both benefits)

So, that's why people complain about skimmers being hard to kill.
If they're moving properly, no matter what you hit them with it only has a 1/3 chance of killing it (since only a 5 or 6 destroy a skimmer moving over 6"), but if they did not have this rule, then a penetrating hit would have a 2/3 chance of destroying a fast moving skimmer.
