page 96 states that automated fire always has a ballistics skill of 2, would this mean that snap shots (e.g. shots at a hard to hit unit) made with automated weapons are resolved at BS2?

No, its just saying that all automated weaponry has a ballistic skill of 2, whether its a Lascannon or Heavy Bolter.
Other modifiers will still alter it, such as Snap Shots, making it BS 1.
