Lots of pre heresy tech has been lost for the chaotics after the horus heresy. Or simply unable to be produced due to lack of specialized supplies. In most cases theyve been able to wing it with warp technology or implanting daemons into them as batteries.

This is similar to tau battlesuits, plus it seems to be way too complicated to manufacture on mass scale, which is something the IG, oh fuck it, astra militarum would need. Also, it mentions advanced AI. Techno-heresyyyyyyyyyyyyyyyyy
