if there is a librarian with wings of sanguines and he is in a tactical squad, does this power work for the whole squad?

No the power does not confer to the unit. It applies only to the Librarian.

I remember there were rumors that it would have worked that way, and everyone started drooling over the idea of a squad of flying terminators ;-)

But, alas, Wings of Sanguinius is basically an unreliable one-man Jump Pack that can end up killing you.
So it's like an ork jump pack ;-)

The only advantage to this power existing is that it lets mephiston fly because the designers were too retarded to give all the BA ICs jump packs back in the day, and too stubborn to remodel them now.
