i just recently picked up warhammer 40k and purchased the black reach starter set. I really enjoy playing space marines but i don't know which legion i should choose. Also im kind-of looking for the most cost effective legion money wise. Any ideas?

um you mean chapter right? they got split from legions into chapters after the horus heresy. it depends on what you want to do though. all out close combat would be great with space wolves, blood angels or black templars however youd need to buy thier codex. or you could go vanilla marines and use some special characters.

Best bang, winning wise, would be SW followed closely by BA. .

SMs are fun but if you have the AoBR set, I build orks. They next to SMs are possible to build entire army with no metal Models and unlike most armies are encourage to use Bits from other Armies to customise. Look at Lotted Tanks, its encouraged!

However if your set on SMs there is 5 Codexes to look at. Each one other than DA or BT can be super competitive and fun. Space Wolves are fun, there like Orks, taking bits off other armies to customise your army is encourage.

Although this might not be the advice (droids?) you're looking for, why not put off picking a legion? You can play with gray marines for a while, and in the mean time shop around in terms of established fluff and what you like. Lexicanum is a great online resource for some of the less well-known chapters, and there's tons of books and crap about the other ones.
They're all about the same in terms of cost, and with fluff-bending, you can use any of the assorted codices or characters. Just make sure the colors you decide on are ones you won't get sick of!

My advice is along the lines of what Ascendant said. You should pick a chapter or legion (there is nothing keeping you from playing a pre-heresy or even heresy-era legion if you want) that appeals to you personally the most. Doing some research in to the background and paint schemes of different chapters will go a long way in helping you choose.

Even if you don't find anything, you still have the option to create your own chapter.
