Basically I want to know which is the best HQ to use in a cities of death campaign which my friend is writing. I just can't decide which one. I'll be fighting Eldar, Tau, Space marines Imperial guard, Sisiter of battle and Tyranid.

I've had good luck with my Blood Ravens. Lots of infiltrators (with the infiltration strategem). My sniper squads are a scary threat too with the master sniper strategem (no cover save). I field all infantry (no vehicles) and one venerable dreadnought.

For HQ?
I field two Librarians. I think two is a bit much though. I mean, they work well...but it may be better with one. I attach him to a squad if necissary or if it helps. I like my Libby to get up close and personal, so he tends to come in with the assault squads. I tend to not take a command squad, better to keep him as an IC and move him where I need him.

Against Eldar...watch out for that damn vibro-cannon!

Easy. A fully tooled up Glaive Prince imho. Sheer amount of cover pretty much ensures he is going to land into a group of enemies and just start laying waste to all around him. Or you could go with a Bloodthirster. As you can tell, I find that CC focused HQ's do far better in CoD than anything else.

For Space Marines I'd go with a tooled Libby for combat along with Fear and fury. Having the ability to stay hidden via the masses of terrain and send units running for the hills or to have the chance to pin and damage anything across the board should cause enough mayhem.
