I think a veteran is three things combined and you are not a veteran without all of them.
1. A large understanding of two editions of 40k, which involves years of play.
2. To have painted a few armies and converted a good selection of models with skill.
3. The charisma to have noobs and other veterans actually seek you out for games or questions regarding rules/fluff.
There is an ad hoc 4th rule, which is to have taken 1st in a tournament at some point, showing knowledge of composition and tactics. This isn't necessary though, as some vets roll TERRIBLE in tourneys.
