According to GW painting guide its is

Base Khorne red
Wash Nuln Oil
Layer Wazdakka red
Glaze Bloodletter
Detail Squig Orange

Whether that leads to the same effect I don't know but thats what they say in the paint guide. I'm guessing you have to be heavy in the wash to avoid looking red

Its on Apples book store "Painting Tau"

Only available on the ipad I think. I only downloaded the preview as I don't think its worth the £10 they charge for the whole thing. The preview deals with the red on the riptide and painting vespid skin.

That wouldn't make that colour but would look alright, in my opinion I would go for something like:
Rhinox hide base
Gorthor Brown Layer
Agrax Earthshade wash
edge highlight Gorthor brown (optional)
Edge highlight Baneblade brown

Yeah there's definitely not much red in that... admittedly, Games Workshop doesn't always use their own paints (and by doesn't always, I mean rarely does) to paint their display pieces. If it is one of their colors it's been mixed. I'd think you could get something similar by using Doombull Brown and then gradually mixing in Tuskgor Fur. Those edges look like a flesh tone of some sort. I'd adjust the red tint with a glaze, I think, rather than mixing red into the base color.
