I think that within the Eldar culture there are two sections (NO! Not the dark Eldar and normal Eldar! But two kinds of Eldar within normal Eldar!).

First of all the Imperial Eldar-
Sometimes Eldar help the imperium, adepta soritas and adeptus astartes. Isn't it weird how they help them with advice in battles like in the Space Wolfs Omnibus! Isn't it weird how the Eldar only ever attack imperial worlds because they claim thats a maiden world and they don't attack it for the fun of it (Orks, CSM and Dark Eldar), just for land (Guard and other forces of the imperium) or even other causes such as the greater good (Tau).

And then the Chaos Eldar-
Isn't it weird that the Eldar created a Chaos God? Purpose or accident? And isn't there a story about an Eldar creating Ghuzzgul Thraka, just to wage war on armageddon?

As you can see their are many theories on why there are good and bad Eldar.

I wouldn't say there was a division in Craftworld Eldar as you've pointed out- the Eldar act depending on how the consequences of their choices willl one day effect them.

They help out the Imperium if it benefits them, for the same reason they hinder the Imperium- Ghazghkull was manipulated into leading a Waaagh! because his main rival would have led his warriors against the Eldar.

I don't think the Eldar willingly created Slaanesh, why would they create a creature that would destroy 99% of their race and cause them to live in terror?

True, but its still a posibliity...

You never know Baron. There could in fact be a EETH ( eldar for the ethical treatment of humans) group somewhere out there. You never know......
