Oops, I thought you were asking for Black Legionaires on a 3rd edition rulebook cover but after stumbling over your other thread I guess you want to know where to get Cyphers rules. My bad.

i bought mine from ebay. you can get it for about £3 - £5. it also has the special rules for doomrider too, which is pretty cool
