Not even of all the guard.
In 40k a Warmaster is merely the figure appointed to lead a particular crusade, Macharius for example. He only has authority of the munitorium elements of that crusade (the guard elements) no more. He technically has no authority over the various navel, mechanicus or astartes elements that may also be in that crusade.
He/she can't muster, or command all the Imperial Guard in the Imperium, merely those in their crusade.
