I'm still in the process of creating a list but would like to know out of these three HQ choices which two would be the best to go against a semi noise marine army? Great Unclean one? Bloodthirster? Lord of Change?

Before anyone suggests, I still do not have any heralds or a keeper, and can't buy everything and make and paint before thurs. I have to made do with what I have, which is just the three I have listed (and skulltaker and the masque but I doubt they'd be any use).

Only out of those 3? If he plays mech 2 Tzeralds on chariots with bolt is always good. They can do about the same as the LoC, only cheaper and possibly better.
Otherwise it depends on what he's fielding or what you feel you are lacking against him.
Cheap damage sponge? The GUO rocks. A mobile tankwrecker/characterkiller? The BT is your man. It's pretty hard to say anything with so few details.

We could be of much greater assistance if you would tell us your own list or his (preferably both).

im not completely sure on his list. All I know is he plays a noise marine army. so im hoping from all your knowledge and experience you can give me some help. So i'm trying to devise a list to go against it (from everything I have, which is unfortunate as i dont have heralds ) and so my only HQ options are the GUO, BT and LOC.

my own list will probably be two princes with nurgle, hide and gaze, letters, nettes, poss screamers, poss grinder, 4 x crushers (dont have fiends yet either next payday im getting myself a nice load) and screamers (i hear marines love em).

i hear horrors not so good so will be leaving them out.

BT is a good pick. He can back up your Nurgle Princes and give you decent mobility between the 3 of them. The BT itself is expensive, but very smashy and fairly resilient.

would the GUO or the LOC be better to go with him then?

Well, normally the best support for a BT is either a KoS or an additional BT. Normally. But it may change. It's just that the LoC is never the most optimal to bring as two Heralds of Tzeentch on chariots are cheaper, harder to kill, more versatile and does pretty much the same as the LoC. So why ever pick him other than for the heck of it?
