so i got to wonderin' last nite, where does the imperium's xenophobia begin?

because i cant imagine them slaughtering every single spiecies they come across, ecosystems would collapse and worlds would become uninhabitable

does it start when the alien has 'savage' level of thought e.g. the kroot or does it start much earlier than that?

Look how xenophobic were are now, and that is just of each other. Why would Humanity ever find it's moral compass and be nice to all the aliens? It is so much easier to wipe clean their planets and settle them.
