Well the best place to start is with the codex and making a list from things you feel are good choice. From there we can help you with idea's and suggestions.

Like this, you know you plan on taking a chaplain so then might I suggest taking Chaplain Cassius? For a few more points over a normal chaplain he comes with the goodies of a chaplain plus an increased toughness, a help against normal infantry he might find himself fighting in close combat.

Yes, though I believe the bolter portion has hellfire rounds, so when using the bolter it can wound a little better or something like that.

Its not about having the chaplain punch hard, its about using the chaplain to make an entire unit to punch hard. Those rerolls to hit in assualts are wonderful, and fearless never hurts. Pay for the jet pack, get a full assualt squad, and watch them go to town on the enemy. Term armour isn't worth the upgrade because he loses the pistol, and at 2 wounds, he can die in one turn to power weapon units (howling banshees, terminators, nobz, etc) even with the terminator armour upgrade. If not using the jump pack use cassius, who is an upgrade in both close combat and shooting for a cheap point jump

If you plan on using a Chappy the two best options are:
Chappy with Termy armor and combi-weapon in a Term Ass Squad with Land Raider (probably a Crusader for best results).

Chappy with a jump pack in a RAS. Give the Sergeant a Fist, don't bother buying plasma pistols, because let's face it: you'll probably get one, maybe two attacks out of them all game. For the same points, you can get a couple extra bodies.

flamers would be good. you lose one attack each, but get a template at the same strength. cassius is grate as well, with his Master crafted(cant forget that little tid bit) combi bolter. getting a jet-pack free assault squad (get rhino for free instead) with two flamers, power fist, add aland raider and cassius, and thats 28 s4 3 power fist, on the charge, re-rolls with a chaplin, preceded by two flamer templates. cassius can add his flamer, with re-roll to wound (MC). that can clear an objective.

So if you're looking to build a competative list, I would suggest that you focus on the things that Marines do well... Ie, shoot stuff.

They're really not geared to be an assault army, though they are able to field TH/SS Termies more effectively than any other loyalist chapter. But if you want a Marine chapter that does a good job of CC... look to the Spacewolves instead.

Also, think about your point level. At 1500 points, you don't have a whole lot of room to toss in "fun stuff" - the termie selection above can work at 2k, but at 1500, you end up with 1/3 of your list dedicated to that one function....

Feel free to check out the guide in my Sig line... it might shed some insight.

what sort of chaplian do you have or want to play cole train? Do you know who you want to team him up with?
Im going to be using Cassius now hes not that much more expensive and he is capable of doing more damage.

I was also thinking of using Vanguard Vets. but i used them in my other 2k list and the proved to be pretty much usless (even with sicarius and power claws) =/
