Quick question, if i take purity above all as one of my triats can i upgrade a sargent from each of my squads to an apoth or just one squad

"...Any Veteran or Tactical squad..."

I take that to mean 'any or all" rather than "any one".

Remember, you still have to pay the Vet sergeant points before the Apothecary points. It's not cheap.
