I had the most vicious Word Bearer list a few years back, led by my stunning Dark Apostle(converted to look like the DA from the Word Bearer entry). The points themselves are lost to me, as the army was traded away, but here is a tactical breakdown.

(Note: every model has the Infiltrate skill)
Dark Apostle
(kitted for close assault and morale sustaining)

6-man Marine squad
(w/ two flamers)

6-man Havoc squad

5-man Raptor squad
(w/ 3 meltaguns)

I think it was exactly 1850. The list is memory only, so it could be a lil low or high.
The key to the army was being able to place them in cover and 18" away after my opponents setup. It was also a means for my raptors to get up to and vehicle and remove it, first turn. The only armies that gave me a hard struggle were marines, because my quantity of non-ap3 weapons, yet that same quantity dropped them through mass save throws. I tried to base it off of what I thought a true insurgence force would look like, would a few added heavy weapons in the troop squads to bolster their bolters.

I had never lost with them in scores and scores of games, and had two local tourneys under my belt. I should have had a third, but the final match wasn't 1on1, but a 6-man free for all, and of course they all attacked me first with the GW rep allowing it in all its unfairness. I had beaten 4 of the 6 players in the tourney already, and the other 2 I hadn't had to play. I was the only undefeated play til that massacre of a mission, so I just call it 3 tourneys.

That was it's major flaw. I used to take battlefield tactics training in ROTC, and am close to a battlefield genius when it comes to placement and moment to moment objectives.

Anyone else who used the army lost very badly. The guy that got it from me couldn't win a single game with it, as he blew at every form of tactic use. My only way to get around it was to take many backward movements, swarm when possible, and focus everything on those monster assault units before they get to me. The closest I ever came to losing was to a straight Mark of Khorne army. He had a bloodhthirster and a maxed-out daemon prince. I managed to drop them both with major sustained hvy bolter fire after they swept through a few units. Thats a major reason I used 6 man units. They can take a few shooting hits before my special weapons go away, and they aren't very painful to lose, points-wise, as they are bare-bones equipped. I relied totally on my tactics and the lack of my opponents to win.

Good observation though. Most never see that flaw and complain having that many marines out is cheesy and unstoppable. Of course, all those people tried to throw little units at me and sit back in small amounts of cover, while I harnessed every inch of it.
