Normally, providing templates for GW models is a way to breach copyright; allowing people a method of circumventing paying for the actual models.
In the case of a model that GW does not actually make, like the warlord titan (to my knowledge) it should be less of a problem simply because GW has no model of their own to sell.
Most of the time though, its best to simply not ask because most of the time the template your asking for can be a breach. (Like asking for the template of a warhound or reaver titan.)

SteelSpectre, I think it actually is illegal for you to make your own models of someone else's product without their consent. You might not be selling them to other people, but you yourself are finding a way around paying the company in question for their product.
