Any one else seen/noticed this? Is it just the US or other countries as well?

I was trying to pull it up to look at the sprues.

Can anyone tell me if you can make two complete turrets from it? i.e. Sky Ray and Hammerhead, or if you need to magnetize to get two turrets.

Second, yep, you can make turrets for both a hammerhead and a skyray without magnets.
