I am looking to get back into 40k after about 8 years away from the hobby--it looks like a lot has changed with flyers and missions which are totally foreign to me.

I already have a small collection from my earlier days, but would like to largely start afresh--the only route I don't want to go for sure is massed bikes.

I'm looking to build something in the range of 500-750 points to start relearning the rules, but I don't really know what I am doing--Looking at the lists in my area, there aren't many 'friendly' ones. Tau, Tyranids, Demons, Eldar, and Imperial Guard are all well represented, so I will probably find myself out shot in some matches and then, out assaulted in others.

I was thinking of fielding the following (perhaps using Red Scorpion Chapter Tactics for FnP):

HQ:
Librarian w/ Mastery Level 2 - 90pts

Elite:
Dreadnought w/ 2x Twin-Linked Autocannon - 120pts

Troops:
10x Tactical Marines w/ Meltagun and Lascannon - 170 pts
Razorback w/ Lascannon and Twin-Linked Plasma Gun - 75pts

10x Tactical Marines w/ Meltagun and Lascannon - 170 pts
Razorback w/ Lascannon and Twin-Linked Plasma Gun - 75pts
Total: 700 pts

Is this a decent base or should I go back to the drawing board?

I would say that's a great place to start. I'm not a massive fan of splitting the 10 man squad up with the Razorback, but that doesn't stop it from being a valid tactic. 5 man squads die quick in my games it seems. What Chapter Tactics do and play style would you prefer to play?

I personally use a 5-man squad with the Razorback and I've had some great success with it. However, a 5-man squad with a melta-gun without a Rhino to protect them is highly risky, since the meltagun is only 12" max (and to get the great benefit you should be within 6").

So what do you think about giving a sgt a combi-melta, and run him and the melta-gun in a rhino. Getting rid of one Laser-back would save you enough points.

Then maybe also swap out the 2nd melta-gun combat squad with another squad entirely and give them a Heavy Bolter? I don't feel like you have enough unit killing fire. (Bolters are just fine against hordes, but your bolters are tied up by melta-guns and lascannons)

Let me know what you think! But I love lvl 2 Libbys, I personally run Biotic powers, what school are you going to use on him?

I run 6 man squads in Razorbacks in lower point games where I want mobility over durability, though Tanks in general are way tougher to Explode thanks to the new Damage Chart.

I was running my ML2 Libby with his Hammernator squad the other day, rolled Invisibility off Telepathy and murdered my buddy's army. I think I'll always be rolling for that, Biomancy would be great for Mephiston from the Blood Angels (except that's not allowed) but in a squad of models I am less stoked on it.
