I would say no, they have an obvious edge in sophistication but lacking the superhuman body and most importantly the psycological conditioning of an astartes I reckon they would lose out, particularly if they cannot keep them at arms lenght. I'd also find it hard to believe that even the well-heeled of the Hive spires could obtain armor of more significant value/sophistication/effectiveness than that worn by an Astartes, hand made or no. Even the weapons... would a storm bolter utilized by a regular human seriously be of equivalent caliber to that used by, say, a Grey Knight?
