you can buy the flakk when its clearly stated. if a model can have ml but in his option is not stated that he can take the flakk...well...he can't!

It's different in the SM Codex (than in the CSM one) : some units may have access to the "Heavy weapons list", where it is stated that any missile-launcher may include flakk missiles for 10 more points.

For the scouts, it is specifically written because they don't have access to the "Heavy weapons list", but only to Heavy Bolter and Missile Launcher.

Yeah..again, what edition of what Codex are you reading? I can't for the life of me see why it isn't obvious in the AM, SM, SW, DA, or BA Codices but I haven't really read though the CSM one. It's in the Heavy Weapon list as an option, any unit that has allowance to that list can take it. Otherwise it has to be in the unit's entry like @alt-f4 pointed out with Scouts.

I'd almost forgotten about these.

I'd recommend getting your own flyers for anti-flyer requirements, or a stalker if you have access to one, they're frigging glorious for their points cost.

That said, I'd probably consider flakk in smaller games, if I ever played any!

I play a lot of smaller games @Rush Darling and I don't recommend them. If someone is packing a flyer at low points than you likely have a force able to whether it's fire and focus on the rest of the enemy.

This works for me. My wishful thinking usually leaves me with a smoking wreck in the corner that used to look like a stalker, and everything else on the board praying it won't get picked off by the stupid sky gods and their mean, mean twin-linked assault cannons.

Motto: If it's hard to kill, it might just be worth ignoring. Yay objectives!
