Some good things to start with would be a DP of Tzeentch with Warptime and Breathe or possibly Bolt depending on the rest of the list. Also, a Termi Lord with a familiar, MoT, Warptime, doombolt, and Wind of Chaos to slaughter troops. Your troops choice would be 1k Sons with doombolt as your spell. Then for the rest of the list you could throw in some anti tank, like oblits.

I can point you towards Fantasy.

40k isn't about magic. There's a tiny fragment called Psychic Powers, But otherwise it dosn't really cover 'Magic'

In Fantasy there is a whole Magic Phase and there is ALOT based on Magic.

Deux meant a Terminator Armored Sorcerer with "a familiar, MoT, Warptime, doombolt, and Wind of Chaos to slaughter troops".

Play Thousand Sons. Instead of a Champ they get an Aspiring Sorcerer. Doesn't get more magic based then that.

Something like:

Sorcerer w/ Terminator Armor, a familiar, MoT, Warptime, doombolt, Wind of Chaos, Combi-Melta
Damon Prince w/ MoT, Warptime, Gift of Chaos, Wings

4x Terminator Champs w/ IoT, 1x CF, 3x PF, 1x HF, 3x Combi-Plasma

9x Thousand Sons w/ Aspiring Sorcerer (w/ Doombolt), Rhino
9x Thousand Sons w/ Aspiring Sorcerer (w/ Doombolt), Rhino
9x Thousand Sons w/ Aspiring Sorcerer (w/ Doombolt), Rhino

Defiler w/ Havoc ML, Autocannon
Defiler w/ Havoc ML, Autocannon
3x Obliterators
