Tithes i believe are collected on a different cycle depending on planet and what the primary tithe product is. So it almost depends on a planet by planet or even system.
As to the astronomican i believe that ive read somewhere that its only visible in the warp, but some psykers and particularly navigators can see it with their third eye, both can sort of sense it but not see it until they enter the warp. (Unreference but something i remember).
