So I've decided to do a SM army themed as the survivors of Istvaan III. The vehicles will be CSM vehicles played "counts as" style and painted in loyalist colors. The really tricky part is the infantry. I'm wanting to combine SM/CSM/Catachan models to show salvaged/destroyed armor. I'm not really worried about the SM/CSM conversions but the SM/IG will be another story.

Do you guys think the scale of IG bare arms will be close enough to SMs to not only look good but also allow the models to carry bolters?

theres no point doing a csm vehicles count as, as chaos as the predator, landraider, vindicator and rhino which is the same as the loyalist counter-parts, so you might as well use loyalist vehicles, and they wouldnt have add defilers then so that cant be used
