What are the rules pertaining to shooting from vehicles? My understanding has always been that if you are in a vehicle that moves, you are counted as having moved, but I can't seem to find the appropriate rule for some reason.

You are correct, it's in the vehilce momvement section I think, it's not where you would expect.
