I think it comes down to your gaming group as to whether that should be treated as, say, a Ghosthelm-like power or an innate psychic power. As loathe as I am to make him even more of a deathstar auto-include, I'm somewhat inclined to treat it as a piece of wargear with an innate ability, like the Ghosthelm.
