For armor penetration, is a roll of a 1 always a fail? For example, a Demolisher cannon (s10) shoots at a Rhino's rear armor (av10), and it rolls a 1 on both of its dice for armor penetration (being an ordnance weapon, it rolls two and takes the highest). Does it penetrate, or does it auto-fail?

Only Characteristic Tests are auto-fail on a 6 and auto-pass on a 1 (like toughness tests etc). Although if a Characteristic is '0' or '-' then it is always auto-fail if tested against, you don't roll it at all.

Roll a dice and add the weapons Strength, then compare the total with the vehicle's armour value. It's on p60.

In your example, you'd get 10+1=11-
Is it less than the vehicle's AV, having no effect? No.
Is it equal to the vehicle's AV, causing a glance? No.
Is it more than the vehicle's AV, causing a penetrate? Yes.

Armour Penetration is one of rht e rare times when a 1 isn't an auto fail. It is completly possible that a Strength 10 weapon hitting a AV10 tank and auto penatrating
