OK on page 72 of the HE handbook it says that HE armies can take extra speacial troop choices how is this reflected in the new 8th edition rules.

Under the Special Requests and Rare Gems section you would think you could spend more for rare and special units than other armies during your build or does that benefit simply just go away?

No, its that for 7th ed rules, they actually had MORE special choices available than other armies, it has no bearing on 8th edition.

Add “Elite Army
The High Elves are few in numbers, but their armies are
trained and equipped to standards so high that they are the
envy of all other races. To represent thid, they have no limit to
the Duplicate Choices of their Special and Rare troops.
I suggest reading the whole FAQ, its very useful if you are going to play HEs in 8th ed, especially if you want to use Taclis, Korhil or Caradryan, there's also a few items that have changed their rules a little (eg banner of Elyrion no longer stops distance penalties, but instead the unit doesnt take dangerous terrain tests).
