Say I have a mob of slugga boyz and upgrade 1 to a Nob. That costs me 11 points. If I want to equip him with a slugga and choppa (which he kinda already had) do I pay for that? Or am I just paying for upgrades and wargear beyond the original equipment?

You pay for addition upgrades/equipment.

Hence lines such as "the Nob may choose Wargear from the armoury.."
