Having been painting some Nobs recently, I noticed some of them have somewhat unusual weapons, such as buzzsaws and what looks like a miniature harpoon launcher. Do these count as Powerklaws or are they just ordinary choppas?

The Buzz Saw wargear specifically states it counts in all regards as a Power Claw.

I once saw someone claim they couldn't use the Forgeworld biker warboss because it had a buzz saw, and the rulebook said he had a power claw. When it clearly states that a Buzz Saw counts as a Power Claw :\

The harpoon launchers, however... I wouldn't know

Close combat weapons. That is all they are.

Now, if you want that saw to be a power claw, just pay the points, otherwise it's just a nondescript handheld choppy thing-a-ma-jig.
