First, it depends on what the models you like best are and then we can go from there. Also, do you like things that are typically 'good guys' or 'bad guys', etc. There are plenty of armies to choose from but it will be up to you to decide which you like.

I would also suggest that this thread belongs on General 40K and not Ongoing Projects.

You have 2 types of players, people who play for the love of themodels and the ones who play to win and that is all. You can have both but it is very rare. If you are in the game for the love of the models or story find an army you like the background too, the models etc and go with it, if you want to win look around a bit find a strong list and buy that.

As said what armies are you interested in model wise?
Do you want small and elite or massive hordes, or anywhere in-between?
Only able to close combat, massively poor at close combat or anywhere in-between?

However starting armies tend to be Space Marines, as they are easy to paint, lots of decent models, able to do everything, and are small enough models to be comparably easy and cheap to build up. Other beginner armies are the Necrons (lack different models), Tau (harder to play or 'cheesy'), Eldar (harder to play or 'cheesy') and Chaos Marines (harder to paint).

I'd just look at the shelf for a while and figure out which range of models you like the most. All the armies are good, in the end, despite what people may say. The only way you'll ever finish the army, be motivated to play with it, and actually enjoy playing with it is if you find the models you like the most.

From a mechanical standpoint, it's probably easiest to learn the game using Space Marines. They're quite forgiving, and follow the core mechanics of the game more than a number of other armies that come to mind. There aren't really many special rules to remember with them, and you can easily switch between a ranged army and a close combat one with them, so you can find out which you prefer without spending money buying two armies, essentially.

I think the best way to find out what kind of army you want is to go to a local game shop, find out when 40k players are most likely to be around and watch a few games and see how different armies function and how there models actually look on the table top. Then do alittle reading online about an army of interest, if you like the model range and how they play buy the codex FIRST, read it, then decide on the models (army list) you want.

You can get help here on the forum, but nothing beats going to a game shop, finding a friend to help you out by giving advice and teaching you the basics.

I would generally reccoment Space Marines or Chaos, as they can be relatively easy to paint, have a low model count and are mostly plastic.

ill give you the answer to your question, the range with the models you like the most. That will make you the most successful, fluff comes second, then combat efficiency. Judge each race like that, and just read.

why does this stop you at all? its like not being attracted to a woman because too many other people think she's hot.

and also, please, please watch your spelling. just take that extra 10 seconds to look over your post and correct typos.

About your friend selling you necrons, if I understand correctly you are getting 60 models for 20 pounds? So that's what, about 40 dollars....I would do that. Necrons are pretty easy to paint though, just some silver and green, but you can give them a custom job and use more colors.
