Geneseed is keyed to the male hormones. Can't work on females.
There are stories of Chapters that have tinkered with some of the implants, or even have certain ones that don't work right, or work too well. Lots of room for tinkering.
I dunno about a whole chapter of scouts. Scouts are an awfully nice "minor league" for the guys before they graduate to full on Astartes. That system, in one form or another is pretty well ingrained.
