My experience, don't. You can easily get some of the ones from Phoenix Guard from bits shops/eBay and they have all the detail that, certainly I could never achieve. Sure they've got a terminator hand rather than a power armoured on, but it's easy enough to chop the 'spear' bit away from the hand and transplant it to a power armoured hand.
Other than that, off the top of my head, you probably have the option of GK halberds, wych spears or some of the halberds the Eldar have.
The problem with the GK ones is that they aren't anywhere near slim or elegant enough in my opinion to be Phoenix spears. As for the the Eldar/wych stuff, they are thin and graceful enough, but lack Imperial iconography. To be fair so do the GK halberds. Plus, in all honesty, from a bits shop you're probably paying about the same, maybe £1 more, but the actual Phoenix spears look like they should
