Looking at it I the thing that stands out most is the plasma guns in the sternguard unit. You are giving up the special ammo. I would go with combi plasmas on all 4 and keep the special ammo.

HQ is sound.

Sternguard take combis only; don't replace that expensive ammo what you're paying for when you can go combi.

Troops are ok but not keen on the scouts. Both are holding back with the missile launcher but have short range combi melta.

Rest is all fine.
