Sure, they were created by the Old Ones, who were aliens. It's been a while since I read their rulebook (I had a lizardman army back in the day), the Slann may have been brought to the old world. But the rest of them were certainly spawned on the planet. Now they are all truely space lizards.

What's funny is that it seems like during the ET, a lot of the Slann we're killed off, the Purple Moon was slammed down onto Lustria by the Skaven, and the remaining Lizardmen fled in their Temple Cities that ripped themselves up from the ground and ascended into space. Perhaps this book will fill in a little more of the gaps.
