Quick question about a Librarian without a command squad. Can he be given the Furious Charge veteran skill and if so how many points does it cost.?

Nope.

It;s highly retarded, but no HQ character ay be given skills without a command squad.

I picture some old and befuddled commander being repeatedly shushed by his command squad as they try to infiltrate their way into position. "Reember sor, no shouting til after we get ready to charge. Niow move real quiet, just like we showed you..."
