Kharn all the way:
hits on 2+
wounds on 3+
more attacks
got a plasma pistol
immune to force weapons
can ride in a Rhino or Land Raider with a squad of berzerkers

The only advantages of the Chaos Lord are to be 20 pts cheaper, to re-roll to wound and to have a 2+ save

You need to remove the individual points costs for the upgrades. That's not allowed here. And Kharn is much better for the reasons already given.

What squads are in your army, is it for an expansion and which model do you like more? How many points do you play and what's the fluff for your warband? If you have 3 Terminator 10-Man MoK squads then go for the Terminator Lord but if you prefer hordes of Berzerkers then Kharn all the way. Just yesterday (Thank god for teacher training days...) I saw him mince up a maxed-out Trygon that was on almost full health! For Planetstrike I'd suggest the Terminator Lord because you can just have lots and lots of Terminators. For Cities of Death take Terminator Lord and/or Kharn, for the reasons outlined above. In Apocalypse take Kharn or both depenidng on the size and what you want in your army. If you're playing less than 1500pts then don't use Kharn in every game, maybe one in 5. This is because the Blood God's Chosen Champion probalby isn't going to attack some small outpost on an Emperor-forsaken world at the edge of the Halo Zone. Similarly, almighty Khorne will certainly not give command to his titanic host to assault Cadia with to some random underling.
