So I'm getting back into the hobby after a few years away and from reading around I gather that Space Wolves are seperate from Marines now, is that right? If so, what happened in the fluff to justify that?

pretty much SW is now a standalone but they are still "space marines"

As far as fluff, GW decided that the SW were very diffrerent than normal Space Marines. They basically made it so the SW gave the middle finger to the Chapters that follow Guilliman's decrees. Maintaining larger companies, use genetic deviation, utilize specialized troops among other things. GW also gave the Wolves a very barbarian/Viking feel.
