I wouldn't be at all surprised if it was. A lot of early 40k lore has a lot of in jokes and titles and place names lifted from various bands.

And being a Rush Fan I wouldn't be at all surprised if the Emperor hadn't taught Geddy Lee some of those ungodly skills of him!
