I wouldn't say cadians are heavy, they are just infantry. Heavy infantry are carapace armoured etc. they are a specialist regiment where cadians just represent the norm.
Also it is worth keeping in mind that a planet can raise different types of regiments, cadia can have infantry, tank, artillery, anything you can think off. The hard and fast rule is anything you can imagine, the guard can provide.
