What's the best way to field them?
Option 1: CCS - 4 snipers for 70 points. Could also take Camo Cloaks for 20 points. BS4. Can order itself to move really fast, cower down, kill someone, kill someone, kill someone or stop retreating, but may have to move out of orders range with other models to get to a good spot. Seems like a waste, better things could be made with a CCS.
Option 2: PCS - 4 snipers for 50 points. BS3, kind of frail. On the upside, is not a waste, and it can order itself to either move really fast or cower down. Needs a Platoon.
Option 3: SWS - 3 snipers for 50 points. BS3, but 3 extra fodder models. Needs a Platoon.
Option 4: Vets - 3 snipers for 85 points. BS3, and a good amount of shotty models. Forward Sentries and Demolitions can help, but they're expensive. May take a heavy weapon, for a total of 4 heavy guns.
Option 5: Rats - 3 snipers for 30 points. BS4, and can take up to 7 more snipers for 10 points/sniper. Already stealthy and infiltraty. Fragile as all hell, crap strength and frighteningly low leadership means they will die in an assault before getting a change to retreat, and they will never carry out an order.
For the equal point cost of some of the other choices, the sheer amount of shots a Ratling squad can dish out means they will definitely hit and wound *something*, but all the other choices have something going for them as well. Except for the SWS, the SWS is just shit.
Verdict?

Ratlings, all the way. Also you're not wasting great BS and special weapon slots on snipers.

Why would there be a rules question, this is the Tactics forum.... lol

Thanks. Also, usefulness of said weapons? I'm looking to make a squad of snipers to pile on some damage against MCs and pin heavy weapons down, but I don't know what else they're good for...

Almost entirely useless, better off with Plasma Vets in a Chimera.

I squad of 10 Ratlings will get 10 shots, 7 hits, 3.5 wounds so maybe a rend if you're lucky.

But you should still totally use them Ratlings are ace.

Sniper Rifles are one of those 'jack of all trades and ace of none' weapons.
They can hurt anything, except really tough vehicles.

They're a cheap (compared to bigger guns) way of hurting large creatures, which you may find surprisingly useful, especially against Tyranids or Daemons.
They CAN Rend, it's not the most likely thing ever, but they can cause a precious few casualties on a squad of Space Marines, or hell, even Terminators.

And most importantly (so I think), they cause Pinning tests.
A successful pinning attack is a magnificent thing, because the unit you shot is just not a threat for a whole turn.


They can also -slightly- threaten Transports, as they can get up to 12 on their penetration roll.

Approving all of the above said, just a little remark about ratlings being fragile like hell. Putting them on a good elevated position in cover makes them ace. They get +1 cover save when in cover, making a ruined building granting you 3+ cover. Elevated positions and 36" range snipers can make sure almost nothin can touch them. Except perhaps jump infrantry but lets face it, almost every guardsman dies from such guys. We couldn't hold a knife the right way.

Take a full squad of Ratlings, no other option holds a candle to those guys. Also vets are BS4 not 3.
