I've been using Army Builder to look at different builds for a Guard army and was remembering battles against my friend who plays IG. So my main questions are:

1. Can you take squads of infantry (Cadian shock troops, Catachans) with out taking them in the following configuration: two ten man squads and a five man command squad per troops choice.

2. Does this requirement / lack of required command squad per FOC slot apply to other types of foot soldier units (ex. Heavy / Special Weapon, Stormtrooper, or Cavalry squads (I know they aren't Infantry))?

Only Infantry platoons need to have a command squad to lead them. You could take an armoured fist squad and choose to not deploy them with their DT. Remember that an Infantry platoon acts as completely seperate unit once on the board, so you could deploy 2 squads near their command squad, and have squad 3 on the other side of the board

If a Support squad is purchased as a Heavy weapons platoon, they must be led by a command squad, but can be deployed wherever you like. If a support squad is purchased as an attachment to an HQ platoon, the HQ unit is effectively their command squad and they do not need another.

For your first question you can have them in different configurations, but they need to have at least a command squad and 2 full 10 man squads, but they can also have up to three more squads one of which can be below full strength

For the second question only the command platoon, infantry platoons, and heavy weapon platoons need a command squad besides that all other units are without a command squad.
