In a way it is. Not sure about how competitive it will be, but veteran squads with camo cloaks and a lord commissar may be a good place to start.

How effective are Lord commissars?

They can be effective, great for a cheap HQ. Stick them with a storm trooper squad or a veteran squad in a vakyrie and watch them be yiur principle counter-attack unit.
