I think you may have forgotten that those harlequins will be left all by their lonesome in escalation missions. Without a poxy shadowseer they will get shot. (A lot.)
It still looks as nasty and potent as most other competitive eldar lists. I actually think you've gone a little bit overboard on the anti-tank. A significant portion of the army is non-scoring and I think the whole army is quite vulnerable against numerous opponents. Not just nids, orks and guard but infantry based marines and necrons as well. Monolith necrons are going to be a particularly bad headache I think.
It's a nice change from the other mech' eldar lists I've seen. I hope you find it plays well. (After all, my criticisms may be wrong.)
