I have all three Warhammer 40,000 Roleplay Core Rulebooks and wish to start a game, but there is a problem; everyone I ask doesn't feel like playing. Is there any way I could get people interested somehow?

I'm guessing you're looking for more to have a real life RP group than an online RP? Short of mind control, I think your options are to either
1 - Find other people.
2 - Summer tends to be lull season for RPs. The people you asked before that said they don't want to play, may have meant they don't want to play right now instead of not wanting to play at all. You need to know which of the two it is.
