Ive just adapted these to my Geonide Templars from the Daemonhunters Codex. Think they arent too far from the truth!

Blessed Censors.

Within Crusader Squads during the Crusade, three to five Initiates were almost guaranteed to have these Blessed Censors swinging from rear of their right shoulder pads. Filling the air with purified incense, taken from the censors around the Golden thrown, the smoke it releases carries a tiny portion of the Emperor's holy grace which were believed to drive off lesser creatures of the Warp and affect the performance of those warp entities caught within the choking fumes. All Chaos models involved in an assault with a model equipped with sacred incense suffer -1 to their initiative.

Anointed Weaponry

The Geonide Crusade put Black Templars in the direct path of Daemons and mutants beyond nightmare. In the face of such unholy opposition, Chapter clerics found it necessary to anoint all weaponry before entering battle.

Before the application of such oils and salves were applied, Chaplains required all bolters to be painted gold as well to better reflect the Emperor's Light, and armour was inscribed with devotional scripts and wards to destroy the denizens of the immaterium. The potency of a weapon is in direct proportion to the might of the weilder as they channel anergies into the weapon to blast foes apart.

Following Characteristics when weilded by different ranks apply.

Neophytes & Initiates - +1 Strength Bonus on Force Weapons.
Terminator/Elites/Sergeants - +1 Strength Bonus on Force Weapons, +1 Strength Bonus on Power Weapons.
Dreadnaughts/Vehicles - +2 Strength Bonus on Force Weapons.
Champions/Chaplains - +1 Strength Bonus on Force Weapons, +2 Strength Bonus on Power Weapons.
Marshals/Masters/Emperor's Champions - +2 Strength Bonus on Force Weapons, +2 Strength Bonus on Power Weapons

Each model must have +2 points and vehicles +10 added for this.

I think you might need to adjust your points calculations a bit.

Make it +5 pts per model. SW Frost Weapons (+1 S power weapons) cost 5 pts more than normal power weapons. And then +10 pts for the +2 S version, since that's the cost difference of the Eldar executioner (+2 S power weapon) over the normal power weapon.
