How about an army of stereotypical american politicians? They could have George W. Bush, Dick Cheney, and Richard Nixon as their special characters. Or maybe an army of books come to life led by my english teacher. With one of his english quizes as his wargear, he could probably make every unit on the board fail a morale test. Some of the questions on those quizes are literally all but impossible to answer.

If Cheney successfuly makes 3 hits with his rifle on any enemy unit, have your opponent choose one of your infantry squads. One model in that unit must take an armor save and the rest of the unit must take a morale test with -1 to their leadership.
Vice President:
If you have George W. Bush or any President as one of your HQ choices, and he is killed, you may remove Cheney from the table in order to bring Bush or the other president back exactly where Cheney was standing.
War in Iraq: Any of your units are allowed to deep strike if you start the game with Cheney on the table.
